M. Kemal Kaya, Ph.D.

Nonresident Senior Fellow

M. Kemal Kaya is a Nonresident Senior Fellow with the Joint Center's Silk Road Studies Program, and a regular contributor to its biweekly Turkey Analyst. He is a writer and analyst based in Ankara, Turkey. Mr. Kaya served from 2001 to 2010 as Director of the Technical Department of the Turkish Parliament, and before that in senior positions in the Turkish Undersecretariat for Defense Industries. Mr. Kaya holds a Ph.D. in Aeronautical Engineering from Istanbul Technical University.
