Karl Harbo
Senior Fellow
Karl Harbo is Senior Fellow at the Central Asia-Caucasus Institute & Silk Road Studies Program. Mr. Harbo joined the institute in February, 2007 after retiring from the European Commission. From 2002-2006 he served as Head of the Delegation of the European Commission to Afghanistan. During his 27-year career in the European Commission he served as Economic Adviser for the European Commission’s Delegation to Ethiopia (1979-1986) and Uganda (1986-1987). Mr. Harbo was then appointed Head of the Delegation to Uganda from 1987-1991, Tanzania 1991-1996, and Ethiopia and Djibouti 1996-2001. From 2001-2002 he served as Head of the AIDCO-unit at the Commission of the European Communities in Brussels and from 2002 onwards as Head of the mission in Afghanistan. Karl Harbo graduated from the University of Wisconsin and received a Master in Transport and Public Utility Economics in 1970 and continued as a PhD Candidate from 1972.
