Workshop The fourth workshop, to be held in Tallinn, Estonia, will focus on the investments of criminal proceeds in the Baltic Sea region.The workshop will include presentation on related topics and assessments on recent devolopments and trends.

12-13 December 2006________

Workshop Third Riga workshop is a follow up on previous two meetings in Riga. The group met during 12-13 December 2006. The participants made assessments of recent developments in organized crime and narcotics in the Baltic region. The merits of existing structures of cooperation where examined as well as prospects for an enhanced regional cooperation in countering narcotics and organized crime. A report from the workshop will be published in early 2007.

Workshop Second Baltic workshop is following up the first workshop (6-8 April) and Stockholm conference (1-2 June) where the participants will discuss the threat perception in order to further examine the region's capacity to tackle the organized crime problems including the future policy recommendations to the region's governments. The purpose is to create an expert group that will meet regularly in order to asses the development of counter-narcotics efforts and measures against the organized crime.

Conference The Program is organizing a two-day open conference in Stockholm regarding narcotics and organized crime issues in the Baltic region during 1-2 June 2005. The conference will focus on understanding of drugs related problems and organized crime behavior in the Baltic.

Workshop In the context of rapid increase in the accessibility of narcotics and its consequences within the European Union the efforts to combat narcotics abuse and spreading of organized crime networks are in focus. Since the Baltic region is one of the European frontiers in combating and preventing the inflow of drugs to the EU, we have preferred to use the expertise and experience in the region in order to analyze the possibilities of improving the current situation. This concerns the immediate and wider Baltic region. The purpose of the Baltic workshop is to discuss the counter-narcotics efforts and even to examine the region’s capacity to tackle the problem and even EU’s impact on the narcotics and organized crime issues, thus far.

Guest Researcher Dr. Trifin J. Roule is joining the Department of East European Studies and the Silk Road Studies Program as Visiting Research Fellow. Dr. Roule is a Senior Intelligence Analyst with Northrop Grumman Corp. He is also Assistant Editor of the Journal of Money Laundering Control and a correspondent with Jane's Intelligence Review. Dr. Roule will spend two weeks at the Department, followed by two weeks field research in the Baltic republics. Dr. Roule is head author within the subproject on Money Laundering to be conducted this Spring within the Project on Narcotics, Organized Crime and Security in Eurasia at the Silk Road Studies Program.

Implications”.

Two-day workshop was attended by Johan Engvall, organized by the Norwegian Police Directorate on "Narcotics and Organized Crime" in Lillehammer, Norway. He made a presentation on "Narkotikahandel längs Sidenvägen: smuggling, stater, konflikter" (Drug Trafficking on the Silk Road: Smuggling, States and Conflicts).

Visit Dr. Vladimir Fenopetov, Chief of Operations Division at United Nations Office on Drugs and Crime Europe and West/Central Asia Section visited the program and participated in a round table discussion on the Afghan opiates and Europe.

Presentation Maral Madi attended a two day international conference on "Multilateral Organizations in the Caucasus and Central Asia" organized by the Norwegian Institute of International Affairs in Oslo. She presented a paper on "How Effective is International Anti-Narcotics Cooperation in Central Asia?".

Guest Researcher Dr. Kairat Osmonaliev is an Associate Professor in Criminology at Chui University, and the Kyrgyz National University, Kyrgyzstan. His fields of research include Criminal Law policies, Drug control issues, mechanisms to combat organized crime and corruption in Kyrgyzstan, Central Asia, and the Russian Federation.

Presentation Dr. Niklas L.P. Swanström participated in a three day conference in India organized by Institute for Defense Studies and Analysis. He presented a paper "The Emperors new clothes: international cooperation against drug trafficking in Central Asia".

Presentation Dr. Niklas L.P. Swanström participated in a three day regional conference on issues and challenges on conflict resolution in Southeast Asia which took place in Penang, Malaysia. He presented a paper "Drug trade a threat to security?: a general framework".
