Has a wind of change touched upon even this most insular post-Soviet nation? Turkmenistan’s new president Kurbankuli Berdymukhammedov has pledged a wide reform program intended to propel this energy-rich Central Asian state into the ranks of developed economies.

Dr. Šír is a research fellow at Charles University in Prague and a Fulbright Visiting Research Scholar at CACI. A close student of Turkmen affairs, he will offer his analysis on Turkmenistan’s likely direction. He recently co-authored Dismantling Totalitarianism? Turkmenistan under Berdymukhammedov (Silk Road Paper, Central Asia-Caucasus Institute, 2009). His extensive research, which focuses on Central Asia, has been published in prominent refereed journals. He is also managing editor of the quarterly Acta Universitatis Carolinae - Studia Territorialia.


The Forum opens with a reception and refreshments at 5 PM. The program will begin promptly at 5:30 PM and conclude at 7 PM. The Central Asia-Caucasus Institute is a primary institution in the United States for the study of the Caucasus, Central Asia and the Caspian Region. The Institute, affiliated with Johns Hopkins University-SAIS, forms part of a Joint Center with the Silk Road Studies Program, affiliated with the Stockholm-based Institute for Security and Development Policy.
