Disturbing recent events in Kyrgyzstan have largely escaped Washington's attention. At this important CACI Forum, former Kyrgyz ambassador to the US, Baktybek Abdrisaev, will provide an overview of these developments, Anthony Bowyer of the International Foundation for Electoral Systems will offer an assessment of the flawed recent elections, and Lt. Col Robin Phillips will speak on Kyrgyzstan’s new security arrangements involving Russia and the US. Addressing the crisis as a whole and especially the breakdown of civil liberties in Kyrgyzstan will be Hon. Baktybek Beshimov, former rector of the University of Osh, Kyrgyz ambassador to India, and now a member of parliament and chairman of the Social Democratic Party.
Light refreshments will be served at 5 PM. The program will begin promptly at 5:30 PM. and conclude at 7 PM sharp.
